Resident urges caution on Technology Overlay District, says new uses lack standards

Summary
During the citizen comment period a resident urged the board to ensure the Technology Overlay District includes standards for newly allowed uses, warning that permitting many uses "by right" without standards undermines predictability and neighborhood protections.
A Goochland resident told the Board of Supervisors on Nov. 6 that the proposed Technology Overlay District raises zoning concerns because it would add many uses "by right" without accompanying standards.
Linda Moore of 2164 Prophet Road told the board she and neighbors in District 4 spent months studying the county's 2019 zoning ordinance rewrite to understand permitted uses and standards. She said many subsequent zoning amendments added new uses so the public would know what standards applied when those uses were sought.
Moore said she was "kinda complexed" by the TOD proposals and said that if uses are allowed by right without clear standards, the county will have limited ability to address impacts when those uses are proposed. She urged the board to ensure standards accompany any expansion of by-right uses.
Moore closed by saying she was not feeling well and thanked the board. The chair wished her well; no action followed from the public comment.
Transcript note: the resident repeatedly referred to the county zoning work and urged careful attention to standards for newly permitted uses in the Technology Overlay District.
