Commission hears AB 413 daylighting update as residents raise urgent intersection-safety concerns

Planning staff briefed the commission on work to implement Assembly Bill 413 daylighting recommendations and on Traffic Safety Committee input for intersections requiring improved sight lines.
Staff said several intersections were identified for daylighting treatments and that the work is coordinated with the public works department and the volunteer Traffic Safety Committee. Staff asked residents to submit formal traffic-safety request forms to create a documented paper trail and said some projects are constrained by current public-works workloads and other capital priorities.
Multiple residents testified about hazardous conditions at specific intersections, a lack of street lighting on 12th and L Street, cars parking in visibility areas and delays in painting crosswalks and other pavement markings. One resident recounted a near-miss while crossing the street where poor lighting and parked vehicles reduced driver visibility.
Commissioners asked staff for members and meeting schedules for the Traffic Safety Committee, and staff said membership and agendas are available through the public works department. Staff encouraged residents to file the Traffic Safety Committee request form and said the department will continue to triage requests given available resources.
No regulatory action was taken at the meeting; the commission received the briefing and will rely on staff and the Traffic Safety Committee to prioritize intersection improvements and lighting as resources allow.
