Committee accepts Derraline Hines Academy report; school reports enrollment gains and literacy plans

The Charter School Review Committee voted Nov. 3 to accept Evidence Changerecommendations that Derraline Hines Academy continue annual academic monitoring, with special attention to reading and math improvement.
Dr. LaShawn Baylor of Evidence Change presented DLHdata for 2024-25: the school began the year with 180 students, gained eight enrollments and had 17 withdrawals, ending the year with 171 students. "A 100% of the students, I'm sorry, teachers were retained," Baylor said when reviewing staffing; at the time of the report three teachers did not hold a DPI license.
DLH leadership told the committee they undertook marketing and family engagement efforts over the summer and have increased enrollment by roughly 50 students so far in the current year. School representatives described literacy-focused professional development and use of letters training and a reading specialist (via CESA support) to strengthen early-grade reading and intervention planning.
Evidence Change reported DLH did not meet a forward-exam year-to-year maintenance target (40% maintained proficiency where goal was 50%) and partially met an instructional-staff licensure target. The DLH scorecard for K-5 was 64.4%, sixth-eighth 71.3% and schoolwide weighted 66.1%.
Committee members asked about class-size management as DLH scales enrollment; school leaders said they will preserve structures that provide small-group and individualized instruction while growing numbers.
After discussion, committee member Bill Christiansen moved to accept Evidence Changerecommendation for DLH monitoring; the motion was seconded and approved unanimously.
The committee action requires ongoing reporting and targeted supports to implement Act 20-aligned literacy instruction and to resolve remaining licensure gaps.
