The Safety Harbor City Audit Committee on Nov. 3 approved the minutes from its April 21, 2025 meeting and authorized staff to issue a request for proposals for independent audit services, voting 7-0 on both procedural items.
Finance Director Converse told the committee the city's contract with Clifton, Larson, and Allen ended in September 2025. The proposed RFP follows the structure of the 2020 solicitation: a three-year contract with options for two additional one-year extensions, and scope language that covers the annual financial audit plus single-audit engagements and other specified audits.
Staff outlined a proposed schedule for the procurement: issue the RFP on Nov. 4; a three-week submission period with proposals due Nov. 25 at 2 p.m.; an audit committee ranking on Dec. 1; and, if the committee requests it, presentations by the top three firms at the Dec. 15 commission meeting. The draft RFP retains a final audit deliverable deadline of June 17; a committee member noted the state statute typically sets a June 30 deadline.
Converse told the committee the RFP's scope includes the annual financial audit, single audits, FEMA-related audits, the fire/EMS audit, the CRA audit and ACR work, and elements addressing information-security and technology-related audit considerations.
Commissioner Stengel moved to approve the April 21, 2025 minutes; the motion was adopted by roll call voice vote, 7-0. A separate motion to authorize issuance of the audit-services RFP was also adopted, 7-0.
