Public Works staff and Melissa Raggio, executive director of the Calaveras Council of Governments, asked the board to approve an exception to the existing joint powers agreement so the COG may act as lead agency for the design phase of the State Route 49 Southern Gateway Corridor project.
Public Works explained the exception is intended to clear the way for the COG to submit regional funding in the regional transportation improvement plan, currently scheduled to go to Caltrans on Dec. 15; the COG is identifying $1.4 million in regional funding for the phase. The staff report also explained that Airport Road is a privately owned roadway and that CTA needs legal access and property dedications from two private owners to construct its planned new transit facility off Airport Road.
CTA staff said they are negotiating easements and dedications with two property owners and requested that the county accept the dedications and eventually incorporate Airport Road into the county‑maintained road system to provide legal access for the facility.
Supervisors praised the project as a benefit to the county’s circulation and transit services and urged staff to coordinate with neighboring jurisdictions. The board voted 5–0 to approve the JPA exception allowing the COG to be lead agency and to commit to future acceptance of Airport Road into the county‑maintained system.
The approvals allow the COG to proceed with funding applications and design activity and enable CTA to move forward with securing right‑of‑way and advancing its facility. Board members asked staff to coordinate later with other local jurisdictions where appropriate.
