A commissioner proposed leasing the chunk of property adjacent to the Omak shop and directing revenue from the lease to the county road fund, mirroring an earlier public‑health lease arrangement. "I'd like to propose we do the same thing for that chunk of property on Highway 97 going north for the animal shelter, to lease it to them and have that money go to the road fund specifically in the same vein as public health," the commissioner said.
Staff and commissioners noted the county lacks an existing fee schedule for raw land leases and suggested a resolution setting lease rates. Commissioners discussed an RFQ rather than an open competitive bid, requesting proposals that explain how an applicant would design, build and operate the shelter; staff said multiple county agencies might want to be part of the project and recommended a tailored public notice.
No lease was approved Oct. 7. Commissioners directed staff to research fee schedule language, draft a lease/resolution for rates and return with an RFQ approach and public‑notice plan.
