Par Board hears mobility plan and annexation update; 2026 meeting dates distributed

Staff told the Par Board that the mobility plan remains a high priority project and that some stakeholder outreach had been delayed because staff were assessing implications of pending legislation (Senate Bill 180 was referenced) and annexation documents.
City staff said the annexation and master development agreement reflected public comments collected over the past year and that technical analyses for water and wastewater demand had been completed when the project was originally submitted. Staff added that the city had updated its water facility supply plan and brought several capital improvement plan items into compliance with current legislative requirements.
The board received the 2026 Par Board meeting schedule for information; staff noted a few meeting dates moved because of election timing. No formal action was required for the calendar.
Staff said the annexation/master development agreement will go to the City Commission for first reading on Nov. 14, and, if referred, would proceed through the City Commission's ordinance process and any state expedited review that applies. Board members thanked staff for the briefing and had no further direction.
