Commissioners approve franchise, ARPA award, property deed and several contracts; vote summary
Summary

The board voted on multiple administrative items in its Oct. 7 session. Key approvals and outcomes:
- Franchise for Ruby Range LLC (Franchise No. 5-25): The board approved a cattle-guard franchise on Soap Lake Road at milepost 0.71 following the public hearing. Staff reported required notices were posted; no public comments were received. (Motion passed.)
- Resolution 1-30-2025 (Task Force sergeant funding): The board approved a resolution to change how the task-force sergeant position is funded, moving it to the sheriff's fund (017) until such time as the task force can partially fund the post. Commissioners discussed language to avoid conflicting prior resolutions and approved the proposed language. (Motion passed.)
- ARPA allocation to Okanogan County PUD: Commissioners authorized an ARPA payment to the PUD (approximately $152,923.64) and authorized the chair to sign the voucher.
- Quitclaim deed and real-estate excise tax affidavit: The board approved a quitclaim deed conveying a small parcel to the City of Okanogan (parcel 1380060001) and authorized the chair to sign the required real-estate excise tax affidavit. Recording fees will be paid at closing.
- Termination of on-call engineering contract: The county approved termination of the on-call engineering agreement with TDH Engineering and signed the termination agreement.
- Contract with Evergreen Economics: The board adopted Resolution 1-32-2025 approving a contract with Evergreen Economics to prepare an economic-impact study for cannabis operations; the contract was attached to the resolution and adopted.
- Lodging-tax contract extension: The board extended a previously awarded lodging-tax capital contract (for Poncanully splash-pad/concrete work) to June 30, 2026 to allow the contractor to complete winter-delayed work in spring.
- Housing Authority reallocation request: The board authorized staff to work with the Housing Authority to reallocate about $13,403 of homeless-housing funds from one earmarked work item to sewer repairs and parking-lot resurfacing as requested; staff will prepare an amendment for signature.
Several voucher approvals and EMS-district voucher certifications were also signed in consent actions during the meeting.
