Planning director: RFQ out for critical areas update; county to migrate archived documents from Modus Cloud

Planning Director Pete Palmer briefed the Okanogan County commissioners on several planning-office items, including procurement for a critical areas ordinance update and an internal records-migration project.
"We're working with the Department RFQs out for the critical areas ordinance update," Palmer said. He told the board that staff had found boxes of older records in a maintenance area and that the county's GIS division is working on software to ingest archived documents once the Modus Cloud contract ends in December.
Palmer also said a permit-workshop aimed at realtors is scheduled for Nov. 18 and that he expects representatives from the Department of Ecology and possibly a tribal representative to attend to discuss cultural surveys and water-rights considerations. He added a pre-application workshop for logging will be held Dec. 6 at 9 a.m. to avoid premature attempts by local advisory committees to implement non-enforceable practices.
Commissioners and staff discussed whether the planning office needed to attend an upcoming budget work session on Nov. 12; Palmer said planning is likely not needed for that particular session but confirmed he will engage in scheduling discussions as needed.
Palmer also asked staff to remind realtors about water-rights constraints tied to new commercial uses that might affect permit applicants; staff said Department of Ecology staff will address permit-exempt wells, closed basins and water-rights issues at the workshop.
