The City of Beloit rejected all bids for the Roosevelt Park stairway replacement after staff reported that the two qualifying bids considerably exceeded the consultant's engineer estimate.
Staff said three bids were received; one was disqualified for missing paperwork. Of the remaining two, Parisi Construction submitted the low qualifying base bid of $246,296.80 to replace the stairway and $377,695.85 if the alternate (an ADA-accessible walkway down to the ball fields) was included. Staff said their engineer's base estimate was $83,485 and the alternate-inclusive estimate had been $229,958.
Construction staff told council they had discussed the discrepancy with bidders. Contractors cited a small allowance for cold-weather concrete as one factor and generally said the design consultant's engineer estimate seemed unrealistically low. City staff recommended rejecting the bids and rebidding the project over winter with an updated bid structure that would allow the city to award only the stairway, only the accessible walkway, or both.
Council approved the staff recommendation by voice vote; staff said the project will be rebid for spring construction with updated bid options and estimates.
