Wasco swears in new officers and dispatcher at city pinning ceremony

Wasco City officials swore in three new police officers and a dispatcher during a public pinning and oath-of-office ceremony at the council meeting.

The council administered the oath to Rafael Silva, Jasmine Olvera, Andrew Bogyo and dispatcher Melissa Guzman; legislative and county representatives presented certificates of recognition. Janet Tapia, Kern County district representative for State Senator Melissa Hurtado, said the senator ‘‘considers herself a friend to law enforcement’’ and presented certificates to the new employees. Steven Kemp, from Congressman David Valadao’s office, and Claire Bogotierrez, representing an Assemblymember’s office, also offered recognition. Maria Espinosa presented a certificate on behalf of the Kern County Board of Supervisors.

Why it matters: The ceremony publicly marked Wasco Police Department staffing additions and included outreach from state and federal legislative offices, signaling continuing ties between the department and regional representatives. Council members used the occasion to offer operational and ethical guidance: Council member Martinez told the new officers to let conscience guide decisions when the letter and spirit of the law differ, and other members urged use of department mentorship and resources.

Officials did not take any policy votes tied to the ceremony. Presenters emphasized community service and the goal of keeping response and dispatching fully staffed.

Council members who spoke at the event included Mayor Pro Tem Potem Saldana, Council member Martinez, and others who welcomed the new staff and encouraged using available training and mentors.

The certificates and remarks came before a five-minute recess; the meeting reconvened and proceeded to public safety reports and the evening agenda.
