Coffee County road commission reviews paving, drainage and plans to sell surplus vehicles

The Coffee County Road Commission on Nov. (date not specified) approved the meeting agenda and previous minutes and spent most of its new-business time reviewing road maintenance, drainage repairs and equipment management.

Commissioners voted to approve the agenda on a motion by Arliss, seconded by Jeff, and later approved last month's minutes on a motion by Harless, seconded by Bush; both were voice votes (Chair: "All in favor, say aye").

Why it matters: staff described several operations that affect road safety and recurring maintenance costs: paving and chip-seal work completed this season, targeted hot-mix repairs as weather allows, a recent in-house box-culvert installation at Noble Cemetery to stop repeated washouts, and plans to sell several older vehicles to free yard space.

Staff updates and fieldwork Benton told the commission crews have been "pretty lucky with our mowers" this season but remain behind on one route and expect to bring additional crews in between Veterans Day and Thanksgiving to catch up. Commissioners noted tree trimming has improved sight lines and may reduce deer collisions.

On paving, staff said hot-mix production is winding down for the season; they still plan to address a roadway "dip on Ragsboro" and an Oak Hill spot if weather permits. Commissioners estimated the program completed several miles of paving this year (staff said "close to 15 or more, maybe more"). The commission also reported tar-and-chip (chip-seal) projects and local repaving such as work on Robinson Road by Maple Springs Inn.

Drainage and culvert work Benton described a recurring drainage failure at Noble Cemetery where six 30-inch tiles repeatedly clogged with debris and washed out the road. Crews installed a box culvert intended to carry more flow and to reduce future blockages; staff said wing-wall end pieces and finish work remain. The commission also discussed deep, older concrete tile encountered during ditching in other areas and some driveway tile replacements where contractor excavation had damaged tiles.

Equipment, surplus and in-house savings The commission said it will place eight surplus vehicles on GovDeals, including dump trucks, a bucket truck and a distributor truck, after purchasing replacements over the past one to three years. Staff described reclaiming strip strippings for future use, the addition of a chipper with crew-cab truck and a long-arm John Deere tractor to the fleet, and ongoing shoulder-machine work on Blanche Chapel and Linda Veil.

On Ogle Cemetery, commissioners said most of the work was completed in-house, with only crane work subcontracted; a commissioner highlighted that doing the work internally likely saved the county a substantial sum (one commissioner estimated savings "close to $100,000" for a box culvert project). Commissioners commended staff for completing other bridge and ditch projects in-house.

Contractor impacts and other concerns Staff recounted instances where contractor activity (fiber-optic installation, backhoe work) damaged newly finished surfaces, leaving some patches that may require follow-up. Commissioners also noted roads where shoulder crumbling or new driveway activity warrant monitoring and possible near-term repair.

Actions and next steps The meeting record shows three formal voice actions: approval of the agenda (motion by Arliss, seconded by Jeff), approval of last month's minutes (motion by Harless, seconded by Bush), and adjournment (motion, second by Jeff).
