The Indian River Lagoon Council took several routine actions at its Nov. 7 board meeting in Sebastian City Hall. All motions passed unanimously unless otherwise noted.

• Agenda approval: Commissioner Stacy Heatherington moved to approve the agenda; the motion was seconded and passed unanimously.

• Consent agenda: The council approved the consent agenda (minute approvals, routine project reports and the proposed 2026 meeting calendar).

• FY2025 final budget amendment (Resolution 2025‑05): Staff explained a $3,477 adjustment to the salaries and benefits line driven by a July change in the Florida Retirement System employer rate; the amendment was funded from reserves and adopted by motion.

• Contract amendment — IRL 2024‑10 with Coastal Connections: Staff requested an amendment to increase the Council award share so Coastal Connections would be fully reimbursed after actual volunteer in‑kind values fell short of projected match assumptions. The board approved the contract amendment in order to complete payment for work that staff certified as complete.

• Executive Director annual performance review: The board accepted the executive director’s annual performance review by motion; the summarized score reported during the meeting was 3.9 out of 4.

Recorded votes were unanimous on the actions taken during the meeting. Staff indicated that contracts and budget adjustments will be reflected in published financials and that amended contracts will be posted following execution.
