The Nampa City Council on Nov. 9 approved the expansion and transfer of an on-premise alcohol license to allow Syringa Lounge to operate into the adjacent Black Pine space at 108 and 112 12th Avenue South.

City staff described the application as a standard expansion of an existing liquor-license footprint: the existing Syringa business will use a pass-through door into the adjacent space and operate both concepts under one license and single owner. "This is the existing Syringa, and it it will go into that next space," Morgan, a city staff presenter, told the council, adding that the concept will include "more food and a little bit different vibe." Preston Rudder, the city attorney, was in the room for legal questions.

City staff said the expansion had been reviewed and approved by the state, the county and Nampa Police Department. During the meeting a member of the public confirmed that police had vetted the expansion; council members raised no objections during discussion. The council moved and seconded the item and approved it by voice vote; a subsequent roll call recorded all present councilmembers voting yes.

The approval authorizes the Syringa/Black Pine operation to sell beer, wine and liquor by the drink at the combined premises. No changes to hours, special-event permits or other operational conditions were described in the meeting packet or on the record.

The council did not attach additional conditions beyond the standard approvals noted by city staff. The city attorney advised that the application process followed state law and the city's liquor-license ordinance.
