Staff said they are also exploring ways to improve communications (for example ensuring property owners are listed as contacts on permit submissions so they receive review comments) and to pilot concierge support for high‑volume local developers.
Councilors raised policy questions about impact fees, how to ensure developers submit complete, construction‑ready plans (and whether the city should require a minimum completeness standard), and how to prevent stalled projects from lingering without progress. Staff agreed to provide a quarterly update to the development community and to provide additional analysis on impact‑fee options and cost implications.
