Santa Clara County staff on Nov. 6 told the Finance and Government Operations Committee that the Office of Labor Standards Enforcement (OLSE) and the Division of Equity and Social Justice have advanced outreach, convening and enforcement work to improve working conditions at residential care facilities (RCFs).
"This is the second update on actions the division has taken to help improve working conditions at RCFs," Deputy County Executive David Campos said, introducing presenters from the Division of Equity and Social Justice.
Jesse Yu of the Office of Labor Standards Enforcement said the county has created an RCF advisory council, held worker listening sessions (including a Tagalog session in June with more than 35 participants), and is scheduling an owner/operator listening session. Staff also said they will mail a linguistically and culturally accessible postcard to RCF facilities in January 2026 that will summarize workers' rights and employer responsibilities.
Yu highlighted a new wage‑theft judgment dashboard posted on the county website that allows users to filter judgments by employer, city and sector; the dashboard displays judgments issued by the California Labor Commissioner s Office and aims to increase public awareness. Program metrics presented to the committee showed OLSE engaged more than 10,000 workers and 900 businesses across services in fiscal year 2025, fielded nearly 900 advice-line calls and supported more than 1,000 workers with legal services and referrals.
Committee members praised the volume of outreach and asked how impact will be measured; staff said they plan to track advice-line calls and advice requests following the January mailer and that they will continue convenings with the California Department of Social Services and the RCF advisory council.
The committee voted to receive the report by voice vote; no public comment was requested for this item.
Why it matters: RCF workers have limited visibility and face language barriers and industry-specific wage-and-hour issues. The county's campaigns and the dashboard aim to increase worker awareness and to provide channels for enforcement and remedy.
