Commissioners approve bond conduit for Lima Towers, multiple grants and routine plats; several departmental agreements passed

Craig Timer of the Toledo-Lucas County Port Authority said, “The goal of this project is to extend the life of Lima Towers for another 20 years, to provide affordability for current and future residents.” The motion was moved and approved by roll call (Commissioners Gerken, Lopez and Cebecchi recorded as voting yes).
The board approved a renewal and increase of the senior services levy agreement with the Area Office on Aging of Northwest Ohio (a renewal of the existing 0.75-mill levy and an increase of 0.25 mill to total 1.0 mill) and directed that the Area Office present a budget for levy dollars to the board, as presented by Michael Hart.
County Engineer Jason Sisco secured approval for two final plats (Bridge Creek Plat 6, Sylvania Township; Coventry Glen Plat 6, Waterville Township) and associated escrow agreements in lieu of performance bonds.
From the prosecutor nd sheriff epartments, the board approved a request to extend and reallocate JAG grant funds that support the domestic-violence high-risk team, allowing the program to continue through March 2026 and moving contract/insurance line savings into personnel; and it accepted two Ohio Department of Public Safety grants for FY26a $249,179.42 for an OVI Task Force and $64,034.54 for high-visibility enforcement activities.
Other approved items included a $7,000 amendment to a capital improvement plan to match a $107,000 professional-services contract for a jail roof renovation; multiple Job & Family Services federal agreements (primarily TANF-funded services) and an MOU related to responsible-fatherhood referrals; procurement and cooperative-purchasing authorizations from Support Services; simple-interest loan agreements and an easement to the City of Toledo from the Sanitary Engineer; a slight amendment to accept a clean energy tax credit with accrued interest, and renewals/agreements for COBRA software and benefits consulting.
Several items were grouped for single roll-call votes in the meeting minutes; most recorded three affirmative votes on roll calls by the commissioners present. One Children's Services item was tabled at the presenter's request until after the November election.
