During the finance committee meeting, district staff reviewed several finance-related administrative items.
Master service agreement: Mr. Millet said the district needs a master service agreement (MSA) with Breslin Architects to attach smaller projects, including ADA improvements at the library. Millet noted the library has signed an agreement to make the district whole for project charges; the MSA would formalize how smaller projects are scoped and charged.
Act 1 index and budget timing: Staff reported that the Act 1 base index is 3.5% and the district adjusted index is 4.7% when the aid ratio is applied. Millet said a 4.7% increase would drive “approximately 2 and a half million dollar increase, dollar wise,” for next year. The committee discussed the possibility of exceptions; staff noted one published budget scenario eliminated exceptions, which would require the district to adopt a budget in January if exceptions remain unavailable and the district wants to exceed the index.
