Council approves easement to BGE for Elkridge Library after amendment fails; maintenance concerns noted

The Howard County Council approved Council Resolution 1-69-2025, an easement of approximately 3,600 square feet to Baltimore Gas & Electric Company (BGE) at the Elkridge Library site.
During final consideration, a councilmember proposed Amendment 1 to require maintenance and functional-performance obligations for equipment installed as part of the project (the amendment grew out of constituent concerns about EV charging stations that do not consistently work). The proposed amendment failed for lack of a second and did not proceed to a vote.
Council members discussed a letter from BGE stating that the amendment language could prevent the company from moving forward with the project because it could subject BGE to penalties for circumstances outside its control. Several council members noted that oversight of utility operations is within the Public Service Commission’s remit, and some members said they would follow up on maintenance and functionality concerns even as they voted to approve the easement.
After discussion, CR 1-69-2025 was moved, seconded and approved on roll call. The resolution file includes correspondence from BGE referenced during the meeting; the council did not adopt the maintenance amendment at this session.
