Council introduces multi‑year AFSCME collective bargaining agreements and pay‑plan updates

The Howard County Council heard the introduction of several measures that would implement multi‑year collective bargaining agreements with county employees and add pay scales for union members to the county pay plan.
Council Bills 70, 71 and 72-2025 were introduced pursuant to Howard County Code § 1.111(e) to approve provisions in multi‑year collective bargaining agreements between Howard County and three locals of the American Federation of State, County and Municipal Employees (AFSCME): Local 30-85, Local 3888 and Local 18-10. The bills, as introduced, would approve contract provisions that are in conflict with certain provisions of Title 1 (Human Resources) of the Howard County Code or the county employee manual and would make those bargaining provisions effective through the end of fiscal year 2027, including specified compensation in future fiscal years.
Council Bill 73-2025 was introduced to insert pay scales into the Howard County pay plan for members of the affected AFSCME locals, aligning the pay-plan language with the proposed collective bargaining agreements.
All of these items were read for introduction by the clerk and were introduced at the request of the county executive; no final votes occurred on these bills during the session. They will appear again for final reading and recorded votes at a subsequent meeting.
