The Manhattan City Commission unanimously adopted a comprehensive zoning map revision Oct. 7 that rezones multiple city- and school-district-owned parcels to public/institutional districts and makes targeted downtown and land-reserve zoning changes.
Staff said the revision primarily affects city- or USD-owned parcels that were unzoned or incorrectly zoned and that the changes aim to align zoning with current ownership and intended public uses. The airport tract will be assigned to public institutional 2 (PI2); several park and open-space tracts were designated PI1. A remnant tract currently zoned Industrial Commercial Services that includes rail right-of-way and the train depot area was rezoned to downtown commercial. One annexed tract near Arbor Drive that had lacked zoning will be placed in the Land Reserve district to prevent new building permits until a rezoning is sought.
A resident asked for clarification of map color coding; staff confirmed blue areas on the map generally denote school or government properties and green denotes city-owned parkland. The commission approved Ordinance 7782 by roll call, 5–0.
The change does not itself authorize development; it establishes zoning categories that will govern future permits and rezoning requests. Land Reserve zoning preserves existing uses but disallows new building permits until a future rezoning process, and staff noted the airport tract had been unzoned since its annexation and required a formal designation.
