Council amends zoning to allow information-technology centers in M-1 industrial district (Ordinance 2025-19)

The Spring Hill City Council on Thursday adopted Ordinance 2025-19 amending Chapter 17 of the Spring Hill municipal code to add a definition for an information technology center and to permit that use in the M-1 general industrial district.
City attorney Spencer Lau explained the current code does not contemplate data centers, which effectively prevented staff from accepting proposals. "In light of the development trends ... staff felt it was appropriate to bring you this change to open the door for consideration of the right data centers going forward," Lau said. The code amendment adds a definition (Section 17.302) and creates a permitted use category in Section 17.330 for M-1 zoning.
Councilmembers and planning staff said the planning commission held a robust conversation on the topic; the ordinance provides the code framework so future proposals can be evaluated through the normal land-use and permitting processes. The ordinance passed on roll call with a recorded 5-0 vote.
Staff and council emphasized that the change establishes a pathway to consider data-center proposals but does not preapprove any particular project; site-specific review and permitting will follow if applicants come forward.
