Spring Hill to deposit $158,100 to acquire easements for Northeast Sewer Interceptor

The Spring Hill City Council voted Oct. 9 to direct staff to process payment of $158,100 to the clerk of the Johnson County District Court to acquire easements and a tract for a lift station needed for the Northeast Sewer Interceptor.
Staff told the council the city completed an eminent domain appraisal hearing; the court appointed three neutral appraisers and the appraisers' valuation closely matched the city's target. Staff said the payment represents the appraisers' assessed value and must be deposited within 30 days to acquire permanent sewer easements, temporary construction easements and about a one-acre parcel for a pump station and access drive off 183rd Street.
The city's presentation noted Washington‑area counsel Tim Orrick represented the city in the appraisers' hearing. Staff warned property owners have 30 days to appeal the appraisers' award; staff said an appeal is not unusual and that, if appealed, the case could proceed to a jury trial in Johnson County, a process that staff estimated could take about six months.
A motion to direct staff to deliver payment of $158,100 to the Johnson County District Court was moved, seconded and approved. The clerk recorded the vote: "Motion carries 5 0 0."
