Spring Hill awards $4.996 million contract for 199th Street improvements

The Spring Hill City Council on Thursday voted to accept the low bid from Superior Bowen Asphalt Company LLC and authorized execution of a construction contract in the amount of $4,996,956.50 for improvements to 199th Street from Ridgeview Road to Renner Road.
City staff member Abel told the council the project was publicly bid with six contractors submitting proposals and that the low bid came in roughly $1 million under the engineer's estimate. "We had about $6,000,000 in the budget for construction improvements along 199th Street," Abel said, and the low bid reduced the anticipated construction cost to just under $5,000,000.
Staff noted Superior Bowen has performed asphalt work in the area as a subcontractor on subdivision projects and that the city is comfortable with the firm's qualifications. Abel asked the council to approve the contract and "authorize the mayor to sign that agreement," which the council did after a motion and second.
A voice vote was taken and the record shows the motion carried 4-0-0.
The council discussed sidewalk unit pricing in comparison with an existing memorandum of understanding with the school district; Abel said the school-district share for concrete sidewalks was estimated at about $109,000 and the city's constructed cost for the comparable work will be about $117,000. Abel also confirmed the bid documents were in order and that staff would proceed pending legal review.
The council did not take any additional action beyond authorizing the contract award and execution pending that review.
