Citizens submit petition to repeal Salina breed-specific animal ordinance; county to certify signatures

A citizens group called Salinans Against BSL submitted a petition Oct. 27 seeking repeal of Salina’s breed-specific animal ordinance. The commission announced receipt of the petition during other business and staff explained the certification process: the county will review and certify the signatures, and once certified the city has a statutory time frame in which it must either adopt the ordinance as presented or refer it to a special election.
Tyler Sartain, speaking during the citizens forum on behalf of Salinans Against BSL, said the group has gathered signatures over approximately 18 months and described shelter-capacity and animal-welfare concerns that prompted the petition. Sartain said the group is open to working with the city on alternative language but wants change to address shelter strain.
City staff said the county will determine whether the petition is certified and would notify the city; the meeting record included no certification date and no commission action on the ordinance itself at this meeting.
