Salina adopts 2025 Standard Traffic Ordinance and 2025 Uniform Public Offense Code

The City Commission on Oct. 27 adopted two model code updates published by the League of Kansas Municipalities: Ordinance No. 25-11261 adopting the 2025 Standard Traffic Ordinance (STO) and Ordinance No. 25-11260 adopting the 2025 Uniform Public Offense Code (UPOC). Both measures were presented by Brad Sutton, the city prosecutor, and approved on voice votes recorded as ayes.
Sutton told the commission the 2025 STO includes modest changes such as requiring motorists to move over for stopped vehicles displaying hazard/caution signals (extending move-over protections beyond emergency vehicles), and updated language around worksite utility vehicles and ATVs. Commissioners asked for and received clarification that briefly stopping in a bicycle lane to pick up or discharge a passenger is permitted while parking is not. Sutton said the full text of the changes appears in the ordinance and the model STO is available via the city’s municipal codes online.
On the UPOC, Sutton noted the 2025 update adds definitions tied to trespassing at critical infrastructure facilities (above- and below-ground lines and wireless/video infrastructure) and that the city often keeps more specific offenses in local code where appropriate. Both ordinances were approved with the prosecutor’s recommended changes; the roll-call and voice votes recorded ayes from each commissioner.
