Salina board narrows IRC exceptions, proposing firmer frost-protection footing rule for accessory buildings

The Salina Building Advisory Board approved an amendment to the exceptions in section R403.1.4.1 of the 2018 International Residential Code to clarify frost-protection and footing requirements for accessory structures and decks.
Staff explained that the model-code exception referencing 600 square feet had created confusion among contractors and city staff. City practice, staff said, has been to require that accessory buildings 400 square feet or larger and detached deck footings be placed below frost depth. Staff reported they had contacted the International Code Council for clarification on the 600-square-foot language but did not receive a clear rationale and recommended the board adopt language consistent with local practice.
Under the proposed amendment, staff said it would keep a single exception for small freestanding accessory structures and remove the other two exceptions that reference 600 square feet, 10-foot height, and certain deck conditions. Staff read proposed language specifying minimum footing depth and referencing ASCE 32 and table 301.2 for frost-depth determinations.
Board members asked whether an accessory structure must be completely detached to qualify for the exception; staff confirmed that the amendment applies to accessory buildings that are detached from the primary structure.
A motion to approve the proposed amendment was moved, seconded, and carried by voice vote; the motion carried.
Next steps: Staff will include the adopted amendment language in the draft ordinance packet for legal review and subsequent board and City Commission consideration.
