Council sets public hearings for Sunflower Crossing CID and TIF redevelopment proposals

The Topeka City Council voted to set public hearings on a proposed Community Improvement District (CID) and a Tax Increment Financing (TIF) redevelopment district for a planned Sunflower Crossing site near the intersection of Kansas Avenue and Topeka Boulevard.
Deputy City Manager Braxton Copley and City Manager Dr. Robert Perez explained that the redevelopment plan covers about seven acres and staff estimated total private investment at roughly $16,000,000; planned uses include a convenience store, a restaurant and a retail box. Copley told council the TIF project hearing had been set earlier and the CID hearing set by the resolution in front of the body would follow in December.
Council members moved and seconded the separate resolutions to establish hearing dates and direct staff to publish required notices. Both motions passed on voice and roll-call votes; the clerk recorded nine affirmative votes on each resolution.
The public hearing process will give residents and stakeholders a formal opportunity to comment on proposed incentive uses, project plans and any proposed public subsidies associated with CID or TIF assistance prior to council consideration of any final development agreement or financing plan.
