Planning commission finds Sunflower Crossing project plan consistent with land‑use plan; recommends TIF consideration

Planning staff asked the Save Topeka Planning Commission to find the Sunflower Crossing project plan consistent with the Citys Land Use and Growth Management Plan so the governing body can consider creating a tax increment financing (TIF) district for the proposed commercial redevelopment on West Topeka Boulevard.
Staff presented a site map of properties proposed for the TIF and said the proposed commercial uses match existing zoning and the future land‑use designation. "The project is consistent with the land use and growth management plan," staff said, and recommended the planning commission adopt a resolution confirming that consistency under K.S.A. 12‑1772, which requires a planning commission finding before the governing body proceeds.
Commissioners asked about the planning commissions role (consistency with the comprehensive plan) and were told the governing body will evaluate the financial details and but‑for analysis in the next step. No public commenters appeared on the item and the commission voted to recommend the consistency finding to the governing body.
The governing body will hold any required public hearing and consider financial plan details, tax obligations and developer commitments before creating the TIF district.
