BOMA to use bond proceeds and annual contractors to finish Kidron overlay and Buckner intersection work before winter

City staff reported that Jones Brothers could not commit to paving the final intersection for the June/June Lake project before plants close for winter. To avoid further delay, staff proposed contracting Rogers Group for milling and overlay and Kerr Brothers for striping, estimating a total cost of approximately $263,000 (staff said this figure is roughly $70,000 lower than Jones Brothers’ estimate). The board asked staff to proceed and discussed using an existing fee‑in‑lieu contribution from the June Lake developer (nearly $100,000) and contingency funds to cover costs.

Kidron/Kedron Road and turn lane

Separately, staff presented an estimate to complete Kidron Road improvements (mill/overlay and other work) in the $750,000–$918,000 range. The board discussed calling a bond (previously authorized) to cover milling/overlay work and separating the off‑site turn lane (associated with Phase 1A/1B build‑out) to reduce immediate city exposure. Staff noted the off‑site turn lane carries a capacity estimate of roughly 28,000 gpd related to remaining residential units; the board directed staff to evaluate funding options and mechanisms (liens, agreements to recoup costs) and to proceed with safety work before winter.

Next steps

Staff will bring required resolutions to authorize Rogers Group and Kerr Brothers work and a possible short extension of the Rogers Group contract to cover moved annual paving commitments. For Kidron, staff will evaluate funding mechanisms for any city‑funded off‑site lane and seek to call the bond if appropriate to complete immediate safety improvements.
