Albany Board opens bids, awards multiple contracts and approves change orders for city projects

City staff presented a series of procurement items Tuesday and the Board of Estimate authorized contract awards, accepted bids and approved change orders and contract increases for multiple city projects.
Staff announced bid openings and low bids for equipment and maintenance purchases: a forklift purchase where Spoke Resources submitted a $41,240 bid and Alta submitted $52,468.60; a court-resurfacing bid for City Parks from SumoPro at $633,407.50; and a fuel distribution system installation with a presented installation total of $761,349.00. Staff noted in several cases that vendor documentation (warranties or full specifications) would be reviewed for completeness prior to final contract execution.
On awards and contract authorizations, staff recommended — and the board approved — the lowest qualified bidders for a set of maintenance and renovation contracts. The meeting record identified Gustaf Brothers Construction as the lowest qualified bidder for the Albany boxing gym bathroom renovation at $249,090 and recommended contract award and mayoral signature when the contract is ready. Mid State Industries was reported as the lowest qualified bidder for a maintenance roofing contract at $148,350, and James DeDeLauren and Sons for an HVAC inspection/service contract at $99,405.
Staff also presented change-order adjustments for ongoing capital projects. For Lincoln Park Pool (Jurson Construction, contract 9342) staff read a lateral change moving $118,502 from a bonus line into contingency; staff noted the change order totals and contract values in the record (some line-item figures were unclear in the audio and staff said they would perform a thorough review and finalize the agenda paperwork). For West Recreation Center work, staff read an increase to AOW contract 9391 and a related increase to Caruso Electric contract 9392; both increases were presented as not changing the final completion dates.
Board members moved and seconded motions to accept bids, award contracts to the lowest qualified bidders and approve listed change orders; the motions were recorded and carried by voice vote.
Several staff members flagged the need for post-meeting review of bid documentation where warranties or itemized specifications were incomplete in the packets; the board approved awards contingent on staff verification and preparation of contract documents for mayoral signature.
The board set future dates for receiving additional bids on several advertised maintenance contracts and services, with the next regular meeting listed for Nov. 18, 2025 for some items and Dec. 2, 2025 for others.
