Fairview board delays decision on development-readiness grants, asks staff for more detail

Agency staff described a proposed separate Development Readiness Grant Program during the Oct. 15 meeting and asked whether the board wanted to keep categories such as structured demolition, environmental assessment, consultant assistance to evaluate development options, mitigation of environmental issues, removal of infrastructure barriers, land consolidation and limited construction activities as eligible uses.
Several board members and councilors expressed concern about the city subsidizing risk that developers commonly assume. One board member said developers take the risk of clearing and preparing land and cited private-sector examples in Fairview as reasons to be cautious about underwriting that risk with public grant funds. Others said the city’s limited developable land should be used for higher-value development that yields greater property-tax revenue.
Multiple members favored tabling the development-readiness program and focusing on the Tenant Improvement (TI) Grant Program just adopted. Staff said they could return with a draft of development-grant guidelines on Dec. 3, 2025, if the board provides specific direction first, or schedule a work session if more discussion is needed.
No formal motion to adopt a development-grant program was made; the board approved the Tenant Improvement Grant Program and explicitly removed references to the development grant from Resolution 3-2025.
Staff noted past grant applications tied to floodplain and technical constraints that did not proceed. Staff also noted a potential City-involved project ("Heart of Fairview") that could provide funding opportunities for development-readiness-type assistance in the future. The board directed staff to prioritize the TI program rollout and return with detailed options for any future development grant.
