Board adopts several policies, tightens translation language and adds oversight for on-campus recruiting

The Carmel Central School District Board of Education on Oct. 21 advanced and adopted several policies and amended wording intended to clarify administrative responsibility for translations and for noncommercial on-campus recruitment.
During the meeting trustees amended proposed language in the school-sponsored publications policy to change a phrase that previously said "when required by law and whenever possible" to the revised wording "when required by law or when reasonably possible." The amendment was presented as a way to preserve legal obligations while recognizing administrative limitations.
On advertising in schools (policy 15-11), the board approved amended language making clear it is the "general policy of the board" to encourage access by colleges, armed services, corporations and public service agencies to provide career and occupational information, and directed that the superintendent ensure such activities are "carefully monitored to restrict any commercial advertisement and to ensure that on-campus recruiting is in line with the goals and values of the district." Trustees discussed potential edge cases (for example, gaming-industry recruitment) and added the superintendent—s oversight language to the policy text.
A proposed policy governing the use of students in district publicity (policy 11-32) raised concerns about phrasing that could be read to bar district-produced budget videos and other standard district communications. Trustees agreed to seek legal advice and return the policy to committee rather than adopt it at this meeting.
Other policies adopted on second reading included parental relations and family engagement (policy 1900), health insurance for retirees (policy 6511) and student teaching and internships (policy 1721). Trustees noted these were second readings and that some amendments were made following committee review.
Board members said the changes were intended to balance legal obligations, equitable access for families and guardrails against commercial exploitation of student images.
