Carmel Board rescinds procedural revision, re-adopts policy and approves new public-participation rule

The Carmel Central School District Board of Education on Oct. 21 voted to rescind revisions to an earlier policy as a clerical correction and then re-adopt the same language, and approved a revised public-participation policy establishing a 30-day comment period on the districtwide safety plan.
Board President Orser opened a motion from Trustee Douglas to rescind revisions previously made to policy 23-30 and move two agenda items to the top of the agenda because of a procedural error. Trustee Wise said he opposed rescinding the earlier action on principle but added he intended to vote to re-adopt the policy when the board repassed it. The board carried the rescission on a roll-call vote: six yes, one no.
The board then considered policy 12-30, "public participation at a board meeting." The board voted to waive additional readings and adopt the policy as recommended by Superintendent Michael Plotkin. The adopted motion also opened a 30-day public comment period on the districtwide safety plan; comments may be submitted via email to Ken Silver, assistant superintendent for operations, human resources and business, through Nov. 21, 2025.
Assistant Superintendent Ken Silver said the district had already adopted a districtwide safety plan for 2025-26 in August but that a mid-August state law requiring cardiac emergency response plans required an update. "This public comment period will extend through Friday, 11/21/2025 and such comments can be submitted via email to Mister Ken Silver," Silver said.
Trustee Wise asked for clarity about the board's authority to make policy from the table and requested a roll-call vote on the rescission; his concern was procedural, not substantive. President Orser explained the correction was to align the board's actions with its own policy on policy formation and review.
