Douglas County staff presented a first reading of ordinance revisions to Chapter 20.622 (Tahoe Vacation Home Rental or VHR code), describing consolidated code-of-conduct provisions, changes to insurance and application rules, new language on on-site presence, and reorganized enforcement and penalties.
Key change discussed: Deputy District Attorney AJ Hames summarized an added provision requiring that the owner shall ensure the renter or another designated guest who is 25 years of age or older will be personally present at the VHR during each night that the property is occupied. The owner will be required to obtain a copy of the renter's driver's license and the license of any designated guest as proof of eligibility to rent, Hames said.
Process note: This was an introductory, first reading. Staff said the ordinance reflects earlier direction from the board; if changes are not proposed before second reading, the item will return for adoption or further refinement. No vote was held.
Next steps: The ordinance will return for a second reading; staff requested board direction if further changes are required.
