The system as presented uses a combination of measurable incentives (homeownership percentage, on-site green space, mixed-use elements and pedestrian/bike-path construction or contributions to a green-space preservation fund) to move a parcel from the base density toward a higher maximum density.
Board members and staff discussed the mechanics: staff used an example of a 6-unit base and a theoretical 14-unit upper bound that depended on aggregation of bonus points; staff noted that the 14 figure is contingent on a yet-to-be-adopted policy for the green-space preservation fund and detailed bike-path specifications.
Trustees debated how many points to award for homeownership. Several trustees favored a stronger homeownership incentive; after discussion the board coalesced around awarding the largest single homeownership bonus for an 80% owner-occupancy threshold (board direction to staff to show 5 points at 80% ownership in the draft for further review). The group also discussed increasing pathway-related bonuses or clarifying when on-site pathway construction qualifies versus off-site contributions.
Staff will draft a clear bonus matrix that: (1) specifies whether 50% and 80% thresholds are exclusive or cumulative; (2) defines pathway bonuses by required length/width and by whether the infrastructure becomes township property; and (3) ties the green-space preservation contribution policy to the township's eventual funding rules. No final bonus policy was adopted at the session.
