Assistant City Manager Jared Kuckelman briefed the commission on the Community Development Block Grant (CDBG) project to renovate the former bank at 1108 N. Main into short-term rental units (Chestnut Suites). He said the state awarded a $300,000 CDBG grant with the city as the official grant recipient; staff have processed and submitted four payment requests totaling $277,683, leaving $22,317 remaining under the grant award. Kuckelman said the city acts as the pass-through for grant funds and that staff amended the project budget to reflect work consolidated into phase 1 for efficiency.
Kuckelman described exterior and interior work funded by the grant: interior fire protection/sprinkler work, water-system upgrades, exterior walls and stone, doors and windows, concrete work and a new trash enclosure. He said the state conducted a monitoring visit Sept. 3 and found no issues.
Developer Adam Pray addressed the commission and said progress is steady: "We're making great progress. We got our sprinkler system in. Elevator now works. Roof is on." Commissioners asked about the five-year exterior-change restriction tied to the grant; staff said the five-year period starts at project completion.
