Hays schedules Nov. 25 hearing for DK Ranch deannexation/annexation steps

Jesse Rourke, director of public works, asked the commission to authorize publication of the public notice required for a vacate annexation (described in staff materials as a deannexation) of the DK Ranch addition. Rourke said the property lies north of 27th Street, east of 183 Alternate and west of Columbine Drive, and that the multi-step process will include deannexation now and annexation and platting in coming weeks to create a clean legal description for county and city records.
Rourke said staff reviewed the steps with legal counsel because the city has not handled a deannexation before and that the action today was only to publish notice for a Nov. 25 public hearing. Commissioner Reuter moved to authorize issuance of the public notice; Commissioner Barrack seconded. Commissioners expressed support for cleaning up the irregular island of unannexed property and for working with the developer and legal counsel on the process. The motion carried on a voice vote.
Action: Authorized publication of public notice for vacate annexation (deannexation) and scheduled a Nov. 25 public hearing; subsequent annexation and platting steps to follow.
