Hays Commission approves September financial report; consent agenda passes

Kim Rupp, director of finance for the city of Hays, presented the financial summary for the month ended Sept. 30, 2025, reporting that "this is a report of financial summaries of the revenue and expenditure activities for the month ended 09/30/2025 for the city of Hays." She told commissioners that September revenues totaled roughly $19.0 million and that the bulk of the year-over-year increase reflected note and bond proceeds tied to the 2025 issuances, which closed Sept. 25 and totaled about $15.9 million.

Rupp also reported decreases in some categories: water sales and conservation revenue were down approximately 18% compared with the previous year, which staff attributed in part to differences in billing cycles. On the expenditure side, Rupp said totals rose compared with 2024, driven in part by bond- and interest-related transfers tied to the recent closings and several capital projects and equipment purchases. She described changes in sales-tax collections, the city’s investment balances, and portfolio yields in the wake of the bond proceeds being held temporarily.

Commissioner Rooter moved approval of the financial statement; Commissioner Cunningham seconded. Following brief discussion, the commission voted in favor.

The consent agenda — limited for this meeting to the previously discussed release of right-of-way — was then presented. Commissioner Reuter moved to approve the consent agenda; Commissioner Cunningham seconded. The motion carried on an oral vote.
