Senator Gates presented Senate Bill 48, a measure that would require local governments to allow property owners to voluntarily create accessory dwelling units, often called ADUs, on lots with single-family homes. The sponsor told the committee the bill preserves the property owner’s homestead exemption for the portion of the lot with the owner’s permanent residence, retains local control over setbacks, construction and permitting, bars ‘‘undue’’ parking restrictions, and requires ADU leases to be for 30 days or more. Senator Gates also said existing density bonus incentives would be extended to benefit military families receiving the basic housing allowance and the bill would permit reusable tenant screening to reduce upfront screening costs.
Nathaniel Bittman, representing the Florida Association of Mortgage Professionals, testified in support, saying additional ADU units could expand housing supply and provide affordable options for workers in retail and service sectors. He described the association as a long-standing state trade group and said his organization strongly supports the bill.
After public comment and a brief closing by the sponsor, the committee took a roll-call vote. By recorded voice roll call, all present members voted in favor and the committee reported SB 48 favorably.
