Senator Sharif, sponsor of SB 96, told the committee the adopted amendment strikes the original filing and instead strengthens "the veterans dental care grant program within the Department of Veterans Affairs," expanding program eligibility to veterans with incomes up to 400% of the federal poverty level and proposing a recurring $500,000 appropriation from the General Revenue Fund to the Department of Veterans Affairs to support program operations and expansion. "Through these changes, Senate Bill 96 ensures that Florida veterans have expanded access to essential dental care services," Sharif said.
Committee members questioned funding assumptions and program safeguards. Senator Trunow and others asked how the program is funded today; Sharif said the program is "funded at a million dollars reoccurring annually" and that the department had received a nonrecurring $800,000 this year that is being used. Several members warned that increasing eligibility without securing the $500,000 could draw down funds intended for veterans at or below the current 300% poverty threshold. Chair Wright said moving the eligibility to 400% "is a no for me" unless additional funding is ensured, expressing concern the change could "erode" the program the committee worked to establish.
Despite the concerns, the committee adopted the amendment by voice vote and later reported the committee substitute favorably. At the roll call on CS for SB 96, Senators Burgess, Jones, Sharif and Truenow voted "Yes" and Chair Wright voted "No," and the chair announced the bill was reported favorably.
Supporters in the room waived appearance forms in support of the bill after the amendment was adopted. In closing remarks, Senator Sharif emphasized that the amendment was intended to preserve the existing program while expanding access and said he would work to protect the program's current beneficiaries.
