The board discussed a revised, reduced-scope proposal for conceptual design and a geotechnical/phase 1 environmental assessment for a proposed library adjacent to Spring Hill City Hall during the Oct. 7 work session.
Staff said the architect's prior submittal included elements the city was not ready to pursue (detailed mechanical and full public engagement), so the team resubmitted a trimmed proposal that focuses on whether the site is suitable and on conceptual development. The recommended first step is a phase 1 environmental site assessment and geotechnical borings; staff said the proposal calls for 10 borings and that the geotech should flag any major environmental or subsurface concerns before design proceeds.
Aldermen asked staff to build in staged check-ins so that the board and key stakeholders can review high-level concepts (for example 20%, 50%, 70%) before a final conceptual site plan is delivered. Staff said they can request that the consultant add interim deliverables to the proposal to ensure multiple review points.
Staff noted that conceptual cost estimating at this early stage will be approximate and carry qualifications; board members said a ballpark construction estimate is still valuable for CIP planning but cautioned that the number will change as design advances.
