Russo Verberg purchase delayed as Phase II environmental review proceeds

Staff told the DDA that the township has not closed on the Russo Verberg parcel because a Phase I environmental assessment returned results that require further study. The township is proceeding to a Phase II environmental investigation; the purchase agreement contains an environmental-extension clause allowing the closing to be pushed to October to accommodate the additional testing.
Staff said title work and a site survey are complete and that the township is continuing site due diligence. No tenant, business or program has been finalized for the site; staff said community members have asked about potential uses (restaurant, wine bar, etc.), but no determinations have been made.
The DDA asked general questions about potential uses and airspace for redevelopment but did not direct staff to a final disposition pending the environmental review. Staff will report further once the Phase II assessment and any required remediation or conditions are known.
