He explained site history — the lot previously comprised three parcels and was reduced during a recent turn‑lane reconstruction — and described multiple design revisions since the last hearing: cantilevering the second floor 5 feet forward over the front porch to move the house closer to College Avenue; angling the first‑floor wall to match the intersection’s irregular lot shape; lowering a tall north paneled wall by 4 feet to restore pedestrian scale; and revising window placements and porches. Peyton discussed material options and constraints, noting masonry would add cost and affect setbacks and that composite vertical nickel‑gap siding with a proper rainscreen was a lower‑cost alternative presented to staff.
Shelby (staff) said the porch pull‑forward, cantilever and lowered north section improved the design but flagged concerns about the narrow width and reduced setbacks. Staff recommended approval with eight stipulations and one note, including submission of final construction drawings for staff review. Commissioners praised the design’s responsiveness to site constraints and recommended minor refinements (align window head heights, adjust window placements on the carriage house). The commission then approved the COA and the variance for construction in the clear‑site triangle and a reduced corner side setback by voice vote.
What the approvals allow: the applicant may proceed to finalize construction drawings and obtain building permits consistent with the staff‑approved COA and variance conditions.
