The Indianapolis Historic Preservation Commission on Nov. 5, 2025 approved staff’s recommendation to enter a professional services agreement with Building Ethos LLC to update the Old North Side plan.
Meg (staff member) told commissioners the IHPC issued a request for qualifications and received seven submissions; Building Ethos LLC was selected in part because the principal is a former preservation planner familiar with the project and had previously launched the Preserve India Initiative while working for the city. The MDC (Municipal Development Commission) reviewed the RFQ and the proposed use of funds earlier that afternoon, and staff asked the commission to authorize execution of the contract so the consultant can begin work.
Why it matters: the update is a formal planning step that will guide future preservation recommendations and COA standards for the Old North Side historic area. The commission’s vote authorizes staff to finalize and execute the contract and begin consultant oversight.
What the commission decided: By voice vote the commission approved the professional services agreement and directed staff to execute the contract and return with any required documentation per the IHPC contracting process.
Provenance: The request, RFQ history and the commission’s voice vote are recorded in the Nov. 5 meeting transcript.
