A developer seeking to build a 10‑story mixed‑use building at 505 South Lafayette asked Royal Oak commissioners on July 14 to authorize staff to negotiate a 15‑year agreement reserving up to 81 monthly parking passes in the South Lafayette parking structure.
City staff said the South Lafayette deck has 483 spaces and that usage of monthly passes fluctuates (304 monthly passes sold in May, 435 a year earlier); an independent study used a model between roughly 475 and 500 spaces. The petitioner said the 81 figure corresponds to zoning‑ordinance parking requirements (1.5 spaces per unit for 54 units) and to the waiver granted by the Zoning Board of Appeals; petitioner representatives said they can accept negotiating a lower, base number and asked staff to work out details.
Commissioners and commenters raised concerns about event nights (Arts, Beats & Eats and other local events) and about the proportion of ADA‑accessible spaces in the deck. Several commissioners said they would prefer a lower guaranteed number and asked that contract language include reopen/renegotiation triggers if demand or operations require it.
The commission voted to direct staff to negotiate an agreement with the petitioner (a motion to negotiate returned to the commission for final approval). The commission emphasized it could approve any number between 0 and 81 when the agreement returns for final action.
