"We're gonna own it. We're gonna operate it," Darren said of the planned local ownership and management, stressing the use of local contractors and lenders.
Commissioners focused their questions on the RHID's fiscal term, the distributional impact on county taxing entities and safeguards to ensure the development is maintained. The commission chair said the length being proposed — 15–20 years in various scenarios — effectively asks the current board to ‘‘make decisions for a generation beyond that’s going to be paying for it,’’ and asked staff for clearer estimates of the county's net revenue change over time.
