Staff presented a proposal to divide a large corner lot at 3202 Prairie Avenue into multiple parcels that would create two new buildable lots fronting Albert Avenue. The split would leave Parcel A smaller and trigger variances for overall lot coverage (proposed 35.6% vs 30% allowed), accessory coverage (15.1% vs 10% allowed), and south/Albert Avenue front-yard setbacks for the house (~19.5-foot waiver) and garage (~6.5-foot waiver) (staff presentation, SEG 1940–2002).
Commissioners asked whether alternative configurations—such as returning Parcel C to Parcel A, enlarging Parcel D, or removing a garage bay—could eliminate the need for variances. Several commissioners and correspondents noted stormwater and tree-loss concerns if the site is split and redeveloped. The petitioner’s representative (speaker 13) said the owners had talked with neighbors and that the backlot area was underused, but admitted there was no practical difficulty justifying the split beyond market demand to create additional buildable lots.
Given open questions and neighbor opposition, the board voted to postpone the case for one month to allow redesign, neighbor outreach and more precise engineering calculations (motion and vote, SEG 2653–2707).
