Neosho County commissioners on Oct. 21 approved issuing a check to Purple Wave for $43,450 to purchase two vehicles for the Road & Bridge Department and conducted an extensive discussion of third-quarter financial statements and budget transfers.
Road & Bridge reported two equipment purchases from the online Purple Wave sale: a 2005 International 7400 dump/plow truck bought for $24,200 and a 2000 Ford F-250 bucket truck bought for $19,250. Commissioners discussed available accounts (equipment reserve from Purple Wave sales, special machinery, and pilot funds) and a motion authorized the clerk to issue a check from the equipment reserve account in the amount of $43,450; the motion passed 3-0.
The clerk and treasurer presented third-quarter financials showing several departments over budget (notably Road & Bridge operations and some courthouse accounts) and explained that three previously authorized transfers (including a transfer into a special bridge fund and equipment reserve) had not yet been executed; the lack of transfers and use of prior-year budget lines contributed to apparent overages. The board discussed whether to retain a 13th-month budgeting period and voted to remain on a 12-month accounting cycle for 2025 (motion passed, SEG 2195-2198).
Commissioners requested follow-up items including: detailed payroll-by-position reporting, a review of unactioned transfers, and clarification of security/jail invoices that contributed to over-budget line items.
