Counselor Jim read bid amounts and options and noted JT Construction was the low bid. Commissioners questioned whether bidders followed all RFP requirements (corporate seal/signature, three references, and three printed copies), and whether technical specifications — such as metal gauge and door types — were explicitly stated in the submitted proposals. One commissioner said: “I vote no because I don't feel that the specs will follow”.
Bid-manager and staff representatives said the winning bidder had signed required forms and that many technical specifications are covered in the project drawings embedded in the RFP; staff recommended selecting the lowest ‘responsible’ bidder if it met specifications. The county’s counsel reminded commissioners that the law requires awarding the lowest, most responsible bid, not necessarily the absolute lowest with procedural defects.
After discussion, a motion to accept JT Construction was seconded and the motion 'stood'. Staff will follow up to ensure outstanding administrative details are completed before contract execution.
